Default main was 262 commits behind the active local checkout. A focused pull request brought only the five handoff files to main, avoiding unrelated production work.
Merged PR 11 at 7bffe3ce201a641346d5600176d39c3dc9775a4d and installed identical files locally at 20cd497cf6dff8a27e4fa3eccc8f0d85356d842d.
Preserved existing local journal and environment instructions; the local instruction-file delta adds only the handoff intake section.

Qualification and round trip

Verified

The new handoff was created through the ChatGPT connector and read directly from GitHub; no manual implementation-prompt copy was needed.
The installed helper queried the backlog, read the issue, verified derived memory-view hashes, posted the final receipt and read back VERIFIED plus closed state.
Default-branch template availability was confirmed using the GitHub contents API without a branch override. No automatic memory classifier was used.

Decisions and reasoning

Treat this as explicitly authorized operator-workflow integration. Runtime candidate promotion does not apply because no running service modules or promotion authority changed.
Keep the shared-memory candidate separate and unactivated. Do not merge the unrelated main/local history.
