Qualified and active

The actual travel incident failed with an injected evaluation task type but already passed production replay. Investigation now uses the same production-reachable replay as the frozen construction test.
The original captured travel fixture is a regression: audit-mode replay fails, production replay passes, and investigation rejects it before asking for a patch. No accepted candidate oracle or retry limit changes.

Decisions and reasoning

Address information loss at the repair boundary before spending more model attempts. Do not manually reset the failure budget.
Retain the Riemann and arithmetic upgrades and preserve all failed packets. Use the existing qualified-maintenance deployment and launcher.
