Original Phase 3F campaign ends without a viable candidate

Executive summary

The original Phase 3F campaign resumed from its six immutable Phase 3F-R evidence packages. It did not start a new campaign, rerun discovery, seek replacement sources, or rerun the reproduction experiments.

All six evidence packages passed integrity and hash verification and entered the existing evidence-to-candidate qualification path on the current post-Phase-3E production base.

The first resumed attempt proved that the historical intake could not parse the generic evidence report. Two subsequent first-divergence runs proved fixed historical evidence identities and a fixed transfer-protocol corpus. Each infrastructure defect received only the minimum genericity repair before the preserved boundary was restarted.

Transfer assessment was selected by preregistered experiment primitive and current repository capability probes, not claim ID or source title. All six findings received explicit terminal outcomes.

Three findings terminated SUPPORTED_NO_ACTION because Hiro already has full-context routing, adaptive reasoning cost selection, and bounded two-pass reasoning depth. Structured search terminated TRANSFER_NOT_JUSTIFIED because no bounded production action-sequence interface exists. Both graph-retrieval findings terminated TRANSFER_NOT_JUSTIFIED because the current recall contract exposes no relational edge metadata.

No candidate specification was warranted. Therefore there were no candidate builds, fidelity or merit evaluations, governor decisions, promotion transactions, activations, production qualification periods, or rollbacks.

The frozen downstream report verified with zero reason codes and explicitly recorded zero promotion transactions and zero activations. The complete repository suite passed 857 tests with one expected skip.

Hiro was restarted after the infrastructure work and reported healthy with its checkout and loaded runtime both matching revision 4de9c6acd6ec505599c2628f980680efe7a38aa7.

The final Phase 3F disposition is INSUFFICIENT VIABLE CANDIDATES. Phase 3F was not demonstrated, and no meta-improvement began.

  • The next run rejected the six fresh evidence identities in favor of seven historical Phase 3D identities. Generic intake now derives expected claim, evidence, and preregistration identities from the verified immutable report.
  • The next run stopped at TRANSFER_PROTOCOL_REGISTRY_DOES_NOT_MATCH_EVIDENCE. A semantic transfer compiler now uses preregistered primitive type plus current-repository probes instead of historical claim identity.
  • One attempted command lacked the production executor environment setting. The provisioned WSL2/Bubblewrap runtime was healthy; rerunning with the canonical launcher setting required no code or policy repair.
